Dovel Technologies is looking for a Program Specialist to join our team! This position is temporarily remote. Future work location will be onsite in Chicago, IL.

Duties & Responsibilities

The Program Specialist is responsible for managing and supporting the child care program operations’ oversight of grantee (states, territories and tribes) child care implementation and administration activities.


  • Manages submission, review and approval of applications for child care funds by states, territories and tribes for the purpose of assessing grantees performance and compliance with Federal regulations as a regional liaison for designated cycles. Includes preparing, reviewing and managing correspondence to grantees.
  • Prepares guidance, technical assistance resources, and other training materials to support the program operations’ oversight of grantee’s implementation and administration activities. Train staff and grantees. Provide briefings, facilitate meetings and webinars for staff, leadership, grantees, and others.
  • Collects and analyzes data, provides information and advice and prepares, updates, tracks and monitors and reports on designated program operations and grantee implementation status and activities, issues and accomplishments. Managing databases and spreadsheets to collect, and compile and analyze data. Develops recommendation for improvements in program operations as identified by data analysis.
  • Prepares descriptive background and analytical reports, memoranda and other types of written responses for reports to senior management, supervisors, team leaders and staff on significant issues of legislative and operational concern. Such reports present and evaluate divergent professional points of view, define policy and implementation options and identify and discuss the potential consequences of adopting various options.
  • Coordinates, carries out and monitors special projects and initiatives focused on grantees in the Office of Child Care. Develops plans for carrying out special projects and initiatives, including determining information and resource needs, key personnel and time frames. Works closely with officials at the grantee and national level, as appropriate. Monitors progress and keeps key personnel informed of status. Assesses impact of outcomes and results.
  • Cordinates with federal and contract staff to manage and oversee program operations activities.




  • Bachelor’s Degree or equivalent (a combination of education, experience and training) and 5 years of experience working in a grants oversight position
  • Knowledge of child care policies and regulations
  • Content expertise in the areas of child care, early childhood, education, state systems, Tribal issues and the American Indian and Alaska Native population, and related areas.
  • Experience working in or supporting a government program
  • Proficient in Microsoft Office 
  • Excellent written and verbal communication
  • Must be able to obtain and maintain a Public Trust Clearance
